EDITORIAL

Welcome to the fourth edition of CA FORWARDERS NET Newsletter. In this publication we will promote the activities related to the implementation of the fourth Working Package of the project.
The purpose of the fourth Working Package was an exchange of experience and establishment of favourable platform for new business opportunities between the forwarding companies from Germany and Kyrgyzstan, Uzbekistan.

* Second edition with further focus on the "Study tour" will follow shortly

 

Important events and meetings during the study tour:

 

1. Place: "RHENUS LOGISTICS" company

Central Asian SMEs in transport sector are facing enormous need to work closely with and are very dependent on European transport partners for their easier integration to the international markets.

Most of those partnerships address improvements on their services and business relations with their clients. The closer personal and business contacts may become a ground for facilitation of trade and transport connections between Europe and Central Asian countries.

Further NSBS and Berlin Branderburg Logistics Netz contributed into the follow directions:

to provide exchange of know-how and experience with German freight forwarding Associations, freight forwarding enterprises and major logistics centers; to contribute to the establishment of new business contacts and provide access to industry reliable information; to serve as an example for cooperation in freight forwarding & logistics industry and to encourage the establishment of public private partnership.

During the meeting were performed and discussed highly complex logistic operations and tools for their optimization through individual solutions for acquisition, production and distribution.

Drive to construction site of the new Berlin-Brandenburg International airport (BBI), due to start operation in October, 2011.

Over the next few years, Schoenefeld Airport will expand to become Berlin Brandenburg International (BBI), the new airport for the German capital. BBI will have an initial capacity of up to 27 million passengers on opening. The potential and construction of the new logistics center, which will unite on one place all major logistics operators was performed.

The Declaration
 of participants of a Regional round table of national associations of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan

 

Tashkent

October 19, 2007

The participants of a Regional round table - further Parties:

- being based on the agreements of countries - participants of the Shanghai Cooperation Organization (SCO) and Eurasian Economic Community (EurAsEC) about strengthening and development of regional economic cooperation and with the purposes of the further expansion of trade-economic relations between the Central Asian countries;

- expressing deep interest in mutually advantageous cooperation, development of regional relations in sphere of transport in SCO and EurAsEC framework;

- marking the importance of practical interaction of national associations in sphere of transport of countries of the Central Asian region;

- with the purposes of consolidation of efforts on creation of favorable conditions for transport maintenance of international trade in region;

Came to uniform opinion on necessity:

1. Creation of Regional organization with the provisional name Regional association of international forwarders of countries of the Central Asian region (RAIF);

2. Strengthening of regional relations, expansion of information interchange and work experience, improvement of professional skills of specialists in sphere of transport and transport-forwarding activity;

3. Joint preparation and realization of projects heading for formation and development of transport-forwarding services market;

4. Strengthening cooperation between national associations of countries of the Central Asian region;

5. Acceptance of joint actions on unification and simplification of procedures of moving of cargoes (goods) through borders;

6. Exchange of experience with the international organizations.

The parties have ratified the purposes and tasks of Regional organization and structure of temporary Working group.

The parties have accepted the offer of UIFA (Uzbek International Forwarders Association) about acceptance on themselves of duties on coordination of activity of Working group and decision of organizational questions.

The parties express GTZ gratitude for financial support and technical assistance in creation of Regional organization and offered program of actions on its strengthening.

The parties declare that created Regional organization is open for connection of any other associations recognizing its purposes and tasks.

The Declaration is signed on October 19, 2007 in Tashkent in one copy in Russian.

Memorandum on Cooperation and Joint Activity between Uzbek International
Forwarders Association and Bulgarian National Forwarders Association NSBS

 

Uzbek International Forwarders Association established and acting under the current Laws of Republic of Uzbekistan, hereinafter referred to as UIFA in the person of Mr. Kh. Matchanov, acting on basis of Regulation on the one side and Bulgarian National Forwarders Association NSBS established and acting under the Law of the Republic of Bulgaria, hereinafter referred to as the BNFA, in the person of Mr. G. Minchev, acting on basis of Regulation (Statute) on the other side, hereinafter conjointly referred as the Parties expressing the interest in partnership cooperation have concluded the present Memorandum on the following:

 

Section 1

 

Present Memorandum is concluded by Parties aimed to promote mutual support of institutional development process of two Associations by partnership and cooperation way, also to legalize the interrelationships of contracting parties upon subject of mutual cooperation and associated interrelationships with the objectives of joint cooperation in solution of regulation (statute) tasks, strengthening mutually beneficial relationships, increase service level of Associations and obtaining purposes of transport-forwarding sector development as well as trade sector.

 

Section 2

 

Parties will implement the following instruments for cooperation

Development of transport and forwarding service market according to international requirements;

Development and concerted usage of new effective technologies providing increase of transportation security, ecological and informational safety in transport complex;

Arrangement experience exchange between the personnel of UIFA and BNFA;

Exchange of experience and methodology in membership involvement process – entering Association as a member;

Raising the skill level of national staff in transport-forwarding activity;

Performance of consulting services to each other;

Conduction of joint researches in transport and transport-forwarding sphere;

Exchange of information;

Joint conduction of conferences, seminars, participation in regional and international activities;

Elaboration and implementation of joint projects;

Familiarization with successful realized projects of BNFA and UIFA, the possible implementation of projects in region;

Arrangement of internships;

Arrangement of training seminars;

Arrangement of various trainings aimed to increase professional skills;

Exchange of experience in enhancement of normative-legal base;

Assistance in elaboration of new legislative and normative acts directed to enhance transport-forwarding sphere;

Development of multimodal (combined) freight transportation;

Exchange of experience in forwarding services;

Development of transport-forwarding activity and logistics;

Effective development of international transport corridors network, including additional attraction of transit freight flow;

Exchange of experience in removal of bureaucratic barriers and simplification of freight forwarding procedures;

Other, non statute-prohibited cooperation forms.

Section 3

 

This Memorandum on Cooperation represents general framework understanding of cooperation principles and joint activity.

This Memorandum states intentions of Parties and does not impose obligations to Parties.

Parties are to conclude separate agreements upon each project, where the terms of cooperation to be determined.

 

Section 4

 

This Memorandum does not charge any obligation to one of the Parties providing any data and information that is prohibited or restricted in accordance with legislation. Any data or information provided by one of the Parties is to be used only in accordance with objectives stipulated in this Memorandum and are to be kept under confident terms. If data or information is not conforming by Parties, each Party providing data or information is to reserve right of property.

 

Section 5

 

Any press releases, statements or other information bulletins related to terms of present Memorandum are subject to prior approval by both Parties. Parties will make an effort to soonest achievement of agreement on content and date of issue of all press releases and statements. Each of Party is to give own agreement or refusal during 5 (five) working days.

Section 7

 

This Memorandum was drawn up in Russian and English languages, in 4 (four) original duplicates, 2 copies for each Party and have identical validity.

The Memorandum will come into force on the date of signature and is valid until Parties decide to dissolve it.

Dissolution of Memorandum does not entail abrogation of Agreements on separate projects.

Sending for the information the note of the Ministry of Foreign Affairs of the Republic of Azerbaijan ¹ 5/11-878/03 dated 27 April 2005 concerning the accession of the Islamic Republic of Iran to Basic Multilateral Agreement on International Transport for Development of the Europe-the Caucasus-Asia Corridor.

The Ministry of Foreign Affairs of the Republic of Azerbaijan presents its compliments to the Ministries of Foreign Affairs of the States Parties to the Basic Multilateral Agreement on International Transport for Development of the Europe-the Caucasus-Asia Corridor and referring to its note No. 5/11-1426/03 of 12 September 2003 has the honour to further inform the following as a depositary of the Basic Multilateral Agreement (BMA).
The Azerbaijani side agrees on the accession of the Islamic Republic of Iran to the BMA.
Thus, all States Parties of the Basic Multilateral Agreement have expressed their agreements with regard to the intention of the Islamic Republic of Iran to become its Party.
Therefore, the "Basic Multilateral Agreement" according to its article 14 shall come into force for the Islamic Republic of Iran 30 days after depositing the document on its accession by the Depositary.
The Ministry of Foreign Affairs of the Republic of Azerbaijan avails itself of this opportunity to renew to the Ministries of Foreign Affairs of the States Parties to the Basic Multilateral Agreement on International Transport for Development of the Europe-the Caucasus-Asia Corridor the assurances of its highest consideration.
